Approve Operation Underground Railroad Domestic Law Enforcement Support Mutual Agreement for the donation of Graykey, valued at $25,770.50, to the Cochise County Sheriff's Office Special Operations Division.

Background:

Graykey is a cell phone tool which allows access and analysis of locked cell phones lawfully seized as part of a criminal investigation.  The Sheriff's Office uses computer and cell phone forensic technology as a routine part of our investigations.  The information we gather is a critical component of identifying child sex predators, human & drug  trafficking organizations and a myriad of other criminal activity.  The tools we use in this process are highly specialized and as a result, expensive.  Some of the best technology is usually beyond of our budget constraints. 

To help fill this gap we applied for a donation from Operation Underground Railroad.  From their literature: O.U.R. is a non-profit organization that exists to protect children from sex trafficking and sexual exploitation, a mission best accomplished through collaboration with law enforcement agencies (LEAs) both in the U.S. and abroad.  O.U.R. is committed to empowering domestic LEAs by providing tools, training, and technology to enhance their abilities to combat child exploitation. 

They agreed to donate Graykey, valued at $25,770.50.  Graykey is a cell phone tool which allows access and analysis of locked cell phones lawfully seized as part of a criminal investigation.
 

Department's Next Steps (if approved):

If approved, the Sheriff's Office will use the donation immediately, greatly improving our investigations.

Impact of NOT Approving/Alternatives:

The Sheriff's Office will not have access to information which may help identify criminal activity and improve our investigations.
