Approve Fiscal Year 2021-2022 inter-fund transfer of $1,349,693.77 from American Rescue Plan Act (ARPA) Fund to Capital Fund for expenses related to the Courthouse Heating, Ventilation and Air Conditioning (HVAC) Redesign and Installation.

Background:

The American Rescue Plan Act Final Rule allows for the installation and improvement of ventilation systems in public facilities as an eligible expense.  In FY 22, the Facilities Department contracted with Pueblo Mechanical through an open bid process for the project. The new HVAC system increases Indoor Air Quality (IAQ) to help combat the spread of airborne viruses through the following measures:
• Proper outside air is introduced into the building for the correct air changes in the building. The existing units had OSA dampers that were closed off and not properly controlled.
• The installation of GPS ionizers in high-traffic areas. GPS ionizers are used extensively by many Arizona school districts as a Covid protection measure.
• Installation of UV light in the high traffic areas. UV Light is used in hospitals and surgery centers to eliminate all types of biological and other organic material that may be present in the system. Unlike the ionizers, these units will require periodic maintenance and testing, so they will only be installed in the rooftop equipment and the first-floor vertical flow air handlers. These units are not conducive for any of the cassette or high wall applications.
• All of the indoor and rooftop vertical flow units will be equipped with 2” MERV 8 pleated filters. At the county’s discretion, they can be replaced with 2” MERV 15 filters. MERV 15 filters are the closest thing to HEPA filters that these AHU’s can be used with.

Impact of NOT Approving/Alternatives:

ARPA funds will not be used for this purpose and expenses will be covered by capital equipment funds.
