Approve Amendment dated August 23, 2022 to the Southern Arizona Workforce Investment Area for Local Governance Agreement between ARIZONA@WORK and Cochise County, for job training services, to revise terms of the Agreement related to firewalls.

Background:

This Intergovernmental Agreement, hereinafter referred to as the "Agreement", is entered into between Cochise County, a body politic and corporate of the State of Arizona (Cochise) and Graham County, a body politic and corporate of the State of Arizona, (Graham) and Greenlee County, a body politic and corporate of the State of Arizona (Greenlee), to establish the fiscal and administrative responsibilities for the ARIZONA@WORK, Southeastern Arizona Workforce Development, hereinafter referred to as "SAWD", and CPIC, Inc. dba ARIZONA@WORK-Southeastern Arizona. (Cochise Private Industry Council (CPIC) is a non-profit 501 (c)(3) workforce development organization for the Arizona counties of Cochise, Graham & Greenlee dba ARIZONA@WORK-Southeastern Arizona). This agreement outlines the terms and conditions under which the Consortium members shall govern and administer job training services in the aforementioned counties under Title II of the Workforce Innovation and Opportunity Act (WIOA) of 2014.

The attached Amendment I is required to add changes to the already approved Shared Governance Agreement based on a review conducted by the Arizona Department of Economic Security (DES) Quality Assurance and Integrity Administration (QAIA) Workforce Innovation and Opportunity Act (WIOA) section in January 2022.

Department's Next Steps (if approved):

Ms. Vada Phelps will continue to have the four original copies of the Agreement signed and submitted to the State of Arizona for program compliance.



 

Impact of NOT Approving/Alternatives:

ARIZONA@WORK, SEAZ will not be certified as a local workforce area.

Once the four originals are signed, send to the attention of Ms. Vada Phelps to obtain the remaining signatures.  A fully signed original will be returned to the Cochise County Board of Supervisors for their records.
