Adopt Resolution 22-27 and approve Intergovernmental Agreement (IGA) between the Housing Authority of Cochise County and the City of Douglas, for the Housing Authority of Cochise County to absorb the Housing Choice Voucher and Family Self-Sufficiency programs from the City of Douglas.
Background:
The HACC, which was established by the Cochise County Board of Supervisors in 1976 in an effort to address housing needs, administers Housing Opportunities for Persons With AIDS (HOPWA), Emergency Housing Vouchers (EHV) and HUD-VASH (VA Supportive Housing) county-wide. However, the Housing Choice Voucher and Family Self-Sufficiency programs are not administered within the city limits of Douglas due to the City having its own Public Housing Authority (PHA). This absorption will combine the programs of the two PHAs into one.
Department's Next Steps (if approved):
Send the IGA and Resolutions to HUD for approval and reallocation for HACC to begin administering the Douglas HCV and FSS Programs January 1, 2023.

The programs will not be combined.
