Approve Grant Intergovernmental Agreement (IGA) between the County School Superintendent and the Arizona Department of Education (ADE) for the Cochise County Mental Health Consortium, in the amount of $1,288,990, effective upon execution of the IGA through September 30, 2024.
Background:
This grant will assist in providing funding for the Cochise Educational Service Agency (CochisESA) Mental Health Consortium. The consortium will provide a unique opportunity to provide mental health training to school employees, students, parents and community members in Cochise County. The Consortium will also augment services schools provide for special needs students. This grant will also assist in strengthening the partnerships between our schools and mental health organizations in Cochise County.
Grant funds will be utilized to hire four Mental Health Specialists, four technicians to assist the specialists, and a Mental Health Director. The Mental Health Director will oversee the program and serve as the liaison for the schools, establishing mental health partnerships between mental health/behavioral health organizations to enhance access to mental health services to students and educational staff.

Department's Next Steps (if approved):
If approved, we will hire a Mental Health Director to form the consortium team, serve as liaison, and provide training and needs assessments. The consortium will provide the following services to districts in Cochise County: school psychology, speech therapy, occupational therapy, physical therapy, and will partner with the Cochise County Sheriff's Department for crisis response services.

If not approved, we would have to look for alternative funding sources.
