Adopt Amended Resolution 22-27 agreeing to accept the Housing Choice Vouchers and Family Self-Sufficiency Programs from the Douglas Housing Authority.
Background:
The HACC, which was established by the Cochise County Board of Supervisors in 1976 in an effort to address housing needs, administers Housing Opportunities for Persons With AIDS (HOPWA), Emergency Housing Vouchers (EHV), and HUD-VASH (VA Supportive Housing) county-wide. The Housing Choice Voucher and Family Self-Suffficiency programs are not administered within the city limits of Douglas due the City having its own Public Housing Authority (PHA), which was established in 1977. With this transfer, the programs will be provided by one PHA instead of two. The transfer packet was submitted to HUD who has requested additional language in the resolutions adopted by Cochise County and Douglas.

Douglas will resubmit the packet to HUD with resolution additions.
Impact of NOT Approving/Alternatives:
The transfer will not occur January 1, 2023.
