Approve the Letter of Conditions and Grant Agreement for the United States Department of Agriculture (USDA) Rural Housing Service Grant award of $1.1 million and the county estimated contribution of $1,982,250 to fund the modular building demolition, building renovation, and potential new construction on the county property located at 915 Tovreaville Road, Bisbee, AZ for the purposes of a county animal shelter.
Background:
This $1.1 million was appropriated through a congressional funding request supported by Representative Ann Kirkpatrick. The USDA is the funding agency. The project will provide partial costs for Cochise County to remodel a vacant County building into a modern animal shelter facility, in partnership with the Humane Society of Southern Arizona and Friends of the Bisbee Animal Shelter. The Cochise County Animal Shelter will have 10 dog kennels and a cat room and will be located in Bisbee, Arizona, at 915 South Tovreaville Road. The parcel size is 4.2 acres and the building to be renovated is owned by the County. The shelter will serve all of Cochise County, including Bisbee, Sierra Vista, Douglas, and Hereford.
The property has four single-story buildings and exterior asphalt parking and concrete walkways. Three of the four buildings will be demolished as part of the project. A clinic will be constructed on the property, and the one remaining building (main building) will be remodeled with a cat and dog shelter, conference room, offices, and reception area. The main building is approximately 5,500 sf.
The Cochise County shelter design will include considerations for decreasing animal stress, which leads to a safer environment for animals, staff, volunteers, and the public. In addition, the Shelter will provide low-cost spay and neuter programs to improve overall animal welfare and reduce overpopulation. Finally, community education programs will be offered for responsible pet ownership. The Humane Society of Southern Arizona will manage the shelter and provide the programs.
The total cost of the shelter project is estimated at $3,081,250, as of May 2022. This includes an estimate of $300 a square foot for new construction of clinic space, totaling $1,200,000; and renovation of existing space, estimated at $225 square foot, total of $1,237,500. Cochise County will contribute $1,981,250 as well as the building, valued at $237,882 by the Cochise County Assessor on April 27, 2022.

Department's Next Steps (if approved):
$1,982,250 will be moved from GF contingency to an activity line within this project budget.
Staff will open for bids on Architectural and Engineering design services to begin the planning of this renovation.

Impact of NOT Approving/Alternatives:
If the grant is not approved the County application with USDA will terminate and a grant award will not be made. Staff will compete for funding through the budget process. This project has a great deal of public support and any delay in funding may cause public supporters to doubt the Board's commitment to this project.
