Approve Agreement M22-0060 between the Arizona Department of Emergency and Military Affairs (DEMA), Cochise County, and the Cochise County Sheriff's Office (CCSO), in the amount of $2,626,000, effective October 1, 2022 through December 31, 2024 to integrate and enhance the Sheriff's Office 700MHz Radio System with regional and state law enforcement partners.
Background:
This project is to leverage the radio technology being used by Cochise County Sheriff's Office (CCSO) and Yuma Regional Communication System (YRCS)/Arizona Department of Public Safety (AZDPS) radio systems. The project has three goals:
This expanded coverage will enhance the safety of deputies or detention officers when transporting persons due to typical law enforcement activities.
- Integrate CCSO 700MHz radio system into the YRCS/AZDPS 700MHz radio system. This will increase the coverage of the CCSO system allowing seamless roaming from Deming, New Mexico to Yuma and north to Phoenix.
- Provide a redundant Core switch to the CCSO system. A Core is composed of a server, direct attached storage, local area network switch, back haul switch, router and firewall. Adding another Core to the CCSO radio system will provide a second level of redundancy should the current Core fail, the redundant Core will take over seamlessly.
- Adding additional radio repeaters to our tower sites will increase our channel capacity to ensure the system is not plagued with congestion failure in the future. Adding a radio channel at each of the nine tower sites will accommodate additional users joining the system. Fire and EMS organizations in Cochise County are realizing the benefits of using the 700MHz system.

Impact of NOT Approving/Alternatives:
If not approved, Cochise County Sheriff's Office radio coverage will remain the same. This funding enhances the coverage and capabilities of our existing system.
