Approve the purchase of parcel 123-04-005B in Pomerene, for flood control purposes at a cost of $57,000.

Background:

The Flood Control District has been aware of and attempted to assist the community of Pomerene with ongoing flooding issues for many years. One of the problems that has hindered any solutions is lack of right-of-way for flood relief channels. A parcel came on the market that had high potential for being a key piece of the right-of-way needed for a flood relief channel. The price was reasonable and the Board directed staff to negotiate purchase of the parcel. The Board of Supervisors, acting as the Flood Control District Board needs to formally approve purchase of the parcel.  Neighboring residents indicated strongly that they would dedicate right-of-way as needed if it would reduce the flood hazards they face. This parcel is seen as the initial cornerstone piece that will indicate to neighbors that County is moving forward and that they need to step up as they promised to be part of the solution. Also, it affords an opportunity to reduce the flooding potential of this parcel and a portion of Old Pomerene Road as well. There is adequate funding in the FCD 2011-12 budget for land acquisition as well as an approved line in the 11-12 FCD 5 year work plan. FCD staff are asking that the FCD Board approve the purchase they directed on March 13, 2012.

Department's Next Steps (if approved):

Move forward with the flood relief channel planning and request additional needed right-of-way dedication from affected neighbors near Old Pomerene Road.

Impact of NOT Approving/Alternatives:

County will lose an opportunity to acquire needed right-of-way and the ability to move forward with a neighborhood participation project to reduce Old Pomerene Road and resident flooding.
