Approve Amendment 6 to Intergovernmental Agreement (IGA) CTR040363, Women, Infants, and Children (WIC) Services, and the Breastfeeding Peer Counseling Services (BFPC) program, between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services, effective upon approval through September 30, 2023, in the amount of $669,803 for WIC and $63,824 for BFPC.
Background:
ADHS IGA No. CTR040363 Amendment 5 was approved by BOS on 8/30/22. Services under Amendment 6 will remain the same, however, our county WIC program is receiving an increase of $25,110.
The increase in funding is due to above satisfactory caseload performance for the first part of fiscal year 2023. ADHS requires 97% performance for caseload to fulfill the contract. The original Cochise County WIC Program contracted caseload was 3,060 participants monthly. From October 2022 to March 2023, the Cochise County WIC Program average caseload was 3,191 participants monthly or 104% performance.
IGA CTR040363 Amendment 6 is based on a monthly caseload of 3,185 pregnant women, post-partum women, infants, and children (up to age 5).
The increase in budget will allow us to continue providing effective services and return to the BOS to request a retention payment for the WIC staff.

Department's Next Steps (if approved):
Once ADHS sends fully executed IGA and we receive the PO from the State, we will return to the BOS to request using the funds to provide a retention payment to WIC staff. Your approvals are respectfully requested.
Impact of NOT Approving/Alternatives:
The WIC Program has provided nutrition services to low-income families in Cochise County for over 30 years, and we would like to continue providing these valuable services.
