Adopt Resolution 23-14, authorizing the adoption of Owner-Occupied Housing Rehabilitation Guidelines in relation to 2023 Community Development Block Grant (CDBG) funds for an owner-occupied housing rehabilitation activity.

Background:

Cochise County will receive approximately $498,000 in Community Development Block Grant (CDBG) funds this year. However, to receive these funds, Cochise County must select an eligible project and submit an application to the Arizona Department of Housing (ADOH) for the release of the funds. On February 28, 2023 Cochise County held a public meeting to receive community input as to which project to select. Owner-occupied housing rehabilitation/emergency home repair was suggested. On April 25, 2023, at a public hearing, the Board of Supervisors formally selected owner-occupied housing rehabilitation/emergency home repair as Cochise County's CDBG project. ADOH requires that local jurisdictions adopt Housing Guidelines as part of its housing rehabilitation project. These guidelines must be approved by ADOH before they are adopted. On May 3, 2023 ADOH approved Cochise County's Housing Rehabilitation Guidelines. It is requested that the Housing Guidelines be adopted at the June 6, 2023 Board of Supervisors meeting.

Department's Next Steps (if approved):

The Development Services Department will submit an application to the Arizona Department of Housing for the release of the Community Development Block Grant funds.

Impact of NOT Approving/Alternatives:

If the Board of Supervisors does not adopt the Housing Guidelines, Cochise County will not receive Community Development Block Grant funds in the amount of approximately $498,000 for an Owner-Occupied Housing Rehabiliation/Emergency Home Repair project.
