Adopt Resolution 23-18 to approve Docket CPA-23-02 (Fruge), a minor amendment to the Comprehensive Plan Growth Areas and Land Jurisdiction Map of the Cochise County Comprehensive Plan, and adopt Zoning Ordinance 23-11, to approve Docket RZ 23-09 (Fruge), to rezone parcels 202-76-227A and 202-76-098A from SR-43 (Single Household Residential, one dwelling per acre) to RU-4 (Rural, one dwelling per 4 acres), pursuant to the application of Mr. Mark Fruge.

Background:

The applicant, Mark Fruge, requests a comprehensive plan amendment from B-Neighborhood Conservation to D-Rural and a concurrent rezoning (downzoning) from SR-43 (Single Household Residential, one dwelling per acre) to RU-4 (Rural, one dwelling per 4-acres) on APN  202-76-227A (8.87 acres) and APN 202-76-098A (9.76 acres).
Both parcels are undeveloped. The property is located within the Bell Ranch subdivision which was originally platted in 1972, before the institution of zoning in Cochise County. In 1996, several partial plat abandonments occurred south of the subject area. This area remains largely undeveloped to this day. The applicant wishes to develop the parcels into an off-grid homestead. The current land use designation/category (B-Neighborhood Conservation) does not permit rural zoning. Consequently, a concurrent land use amendment is required.

Update the Comprehensive Plan Growth Areas and Land Jurisdiction map and update the zoning map.

Impact of NOT Approving/Alternatives:

The maps will not be updated and the properties will retain their current land use designation/category and zoning designation
