Approve Fiscal Year 2023-2024 Adult Probation Funding Agreement, as provided by the Arizona Supreme Court, Administrative Office of the Courts (AOC), in the amount of $2,203,600, effective July 1, 2023 through June 30, 2024.

Background:

The purpose of the allocation for Adult Probation is to support the adult courts and probation department, to achieve or maintain the average adult probation case supervision requirement, to ensure the department addresses criminogenic needs, and work toward recidivism reduction.

$2,098,600 is disbursed to Cochise County
$77,500 is retained at the AOC - unallocated - disbursed upon request from the County
$27,500 is retained at the AOC for probation vehicle expenses
 
This agreement provides for the following:
State Aid Enhancement (SAE) $934,000 and $30,100 retained unallocated,
Adult JCEF - SAE Assistance $90,700 and $4,800 retained unallocated,
State Aid Enhancement Backfill $119,000 and $3,700 retained unallocated,
Adult Intensive Probation Supervision (IPS) $808,400 and 33,500 retained unallocated. $27,500 is retained for vehicle expenses,
Adult JCEF - IPS Assistance $21,700 and $1,200 retained unallocated,
Intensive Probation Backfill $102,800 and $3,200,
Community Punishment Program (CPP) $2,000,
Transferred Youth $1,000 retained unallocated,
CJEF - Substance Abuse $20,000.

New funding in FY24:
1. Retained Unallocated funds (Other on Addendum A's) are vacancy rake off amounts that were not awarded to counties in prior years. In FY24, these funds are awarded to counties, but are retained by the AOC. Funds will be disbursed to the county if requested. 
2. The State Appropriation Report added a special line item specifying that the amount appropriated for the Probation Salary Increase Backfill line item is used to cover the state's share of county approved probation officer salary increases for FY23. All fund monies under the agreement must be expended by June 30 of the current fiscal year or be reverted to the AOC.
