Approve Amendment 3 to Intergovernmental Agreement CTR055256 between Arizona Department of Health Services and Cochise County Health and Social Services, for Title V Maternal and Child Health Healthy Arizona Families, in the amount of $166,176, effective July 1, 2023, to June 30, 2024.

Background:

The Title V Maternal and Child Health (MCH) Services Block Grant funds efforts to “strengthen the family and community by promoting and improving the health status of women, infants and children.”  This amendment funds year four of the five-year grant.  The objectives of the grant are to enhance preventive and primary care services for this population. 

 The strategies selected by CCHSS align with the National Performance Measures (NPM) framework for MCH programs.  The measures selected include: 1) NPM#1 – Well Women Visits, 2) NPM#4 Breastfeeding and 3) NPM#8 Physical Activity.

 The Public Health Improvement (PHI) program was moved from the Healthy People/Healthy Communities IGA to this IGA from ADHS in FY23 and continues to be administered through this grant. This program provides strategies for Public Health Accreditation, Quality Improvement, as well as Policy/Procedure development.  This grant pays for a portion of one full-time employee.
 

Department's Next Steps (if approved):

Program will work to develop the following measures: 1) NPM#1 – Well Women Visits, 2) NPM#4 Breastfeeding and 3) NPM#8 Physical Activity. 

Impact of NOT Approving/Alternatives:

CCHSS will not have resources to provide the above-mentioned services to women, children, and infants in Cochise County.  Another source for funding will need to be identified to continue the PHI program.
