Adopt Resolution 24-02 authorizing Cochise County to apply for a grant from the Arizona Department of Housing State Housing Trust Fund to fund emergency housing repairs for income-qualified Cochise County residents, excluding residents in the incorporated areas of Sierra Vista and Douglas.

Background:

The Arizona Department of Housing is accepting grant applications to fund owner-occupied emergency home repairs using State Housing Trust Funds. Cochise County is an eligible applicant. If awarded, the funds could be used to repair homes within Cochise County, excluding the incorporated areas of Sierra Vista and Douglas. Homeowners must be income qualified. These funds could build upon the County's existing CDBG owner-occupied housing rehabilitation program. Unlike the CDBG program, these funds can be used for homes located within the floodplain. Therefore, this program could expand the reach of Cochise County's home repair program. 

Department's Next Steps (if approved):

If approved, the Development Services Department will submit a grant application requesting $250,000 in State Housing Trust Fund monies to be used for emergency home repair in Cochise County.

Impact of NOT Approving/Alternatives:

If the Board does not adopt the resolution to authorize Cochise County to apply for the State Housing Trust Fund grant, Cochise County income-qualified residents located within the floodplain will not be able to participate in the County's owner-occupied housing repair program. Also, the opportunity to assist additional Cochise County residents with emergency home repairs will be lost once the CDBG housing repair funds are exhausted.
