Approve the Housing Opportunities for Persons With AIDS (HOPWA) Grant Agreement AZ-H230014 with the United States Department of Housing and Urban Development (HUD) for program administration by the Housing Authority of Cochise County, in the amount of $643,013, effective February 27, 2024, to February 27, 2027.
Background:
Cochise County along with the Housing Authority of Cochise County have administered this program since 2004, serving hundreds of beneficiaries throughout Cochise County through services such as tenant-based rental assistance and short-term, rent, utility, and mortgage assistance. This is a renewal grant that does not require a dollar match or hiring new employees.
Department's Next Steps (if approved):
If approved, the Housing Authority of Cochise County will begin administering this grant cycle from 2024-2027.
Impact of NOT Approving/Alternatives:
If the grant is not approved, the benchmark of 22–25 households receiving Tenant-based Rental Assistance per month as well as the 30-35 families receiving Short-Term Rent, Mortgage, and Utility payments and 85 families receiving supportive services will have no other immediate alternatives. In addition, it would impact the salaries of 1-3 existing employees.
