Approve four new Health Educator positions for a new First Things First program in anticipation of a grant approval funding notice in June, 2012 from the Arizona Department of Health Services to Cochise Health & Social Services in the amount of $287,439.

Background:

The CHSS Prevention Services Division has received the Health Start grant from Arizona Department of Health Services (ADHS) for over fifteen (15) years. Health Start promotes healthy families and pregnancies among county residents, addressing women with a risk factor for pregnancy and post partum issues. The purpose is to reduce those risks through a community health worker program in which a medically trained community member acts as a guide and mentor starting with the pregnancy and ending after the first two years of the child’s life.

Currently ADHS funds three (3) community health workers to serve approximately 200 women per year. There are approximately 3000 families in Cochise County with pregnant woman and/or children under age two (2). We have been looking for a way to expand our services to this population.

Recently CHSS has partnered with Easter Seals Blake Foundation (ESBF) in order to respond to the new First Things First RFGP which focuses on serving this population and using an evidence-based home visiting curriculum. CHSS/ESBF submitted a proposal based on the “Parents As Teachers” (PAT) evidence-based home visiting curriculum. The total amount of this grant would allow CHSS to hire four (4) new Health Educators and ESBF to hire four (4) new Health Educators.  Together we would be able to serve 200 additional families.

The reason we are seeking approval in advance is that we will be expected to begin providing services within thirty (30) days of award notice, so we need to be prepared to start recruitment as soon as this notice is received.

If grant is awarded, will begin recruitment process.  

Impact of NOT Approving/Alternatives:

If these positions are not approved, it will result in the loss of this grant-funded expansion of services to approximately 200 at-risk pregnant women and parenting families in Cochise County.
