Approve a contract between the Sheriff's Office and Deputy Sheriff Philip Hogan for the use of Deputy Hogan's drug/money detecting dog at no cost to the County, effective May 22, 2012 through April 30, 2013 at which time it may be renewed.
Background:
Deputy Sheriff Philip Hogan personally owns a dog which has been trained in, and has a significant track record of sucesses, in the detection of drugs and currency. Deputy Hogan has offered the services of his dog to the Sheriff's Office at no cost. In exchange for the use of the dog the Sheriff's Office would reimburse Deputy Hogan for dog food, items such as leashes, and for veterinary costs associated with injuries or illnesses that result from incidents occuring while the dog is on duty for the County. Deputy Hogan will retain ownership of the dog, and would be responsible for veterinary care for the animal does that arise from duty related illness or injury. The Sheriff's Office will utilize RICO funds to install the necessary equipment to Deputy Hogan's patrol vehicle to accomodate transporting the dog. It should be noted that the dog is not a patrol dog and is not trained to bite, apprehend, chase or hold people. Its sole trained function is to alert its owner to the presence of drugs or money. In an email exchange with Mr. Bill Hardy of the Arizona Counties Insurance Pool, the Sheriff's Office will be covered for liability purposes when using the dog. The attached contract has been reviewed and approved as to form by Ms. Terry Bannon, Deputy County Attorney.
Department's Next Steps (if approved):
Upon approval Deputy Hogan will begin using the dog while on duty to detect durgs and/or currency, once the vehicle modifications have been made by Fleet.
Impact of NOT Approving/Alternatives:
If not approved, the Sheriff will continue to have the use of only one drug detecting dog, which is assigned to Sgt. Curtis Wilkins.
To BOS Staff: Document Disposition/Follow-Up:
Upon approval, one original copy should be retained by the BOS for filing. The second original copy should be returned to the Sheriff's Office so it can be copied and then forwarded to Deputy Sheriff Hogan.
