Information

Agenda Item Text:

Approve Amendment 4 of Intergovernmental Agreement (IGA) CTR055256 between Arizona Department of Health Services (ADHS), Title V Maternal and Child Health (MCH), Healthy Arizona Families and Cochise County Health and Social Services (CHSS), in the amount of $166,176, effective July 1, 2024, to June 30, 2025.

Background:

The Title V Maternal and Child Health (MCH) Services Block Grant funds efforts to “strengthen the family and community by promoting and improving the health status of women, infants and children.”  This amendment funds year five of the five-year grant.  The objectives of the grant are to enhance preventive and primary care services for this population.

The strategies selected by CCHSS align with the National Performance Measures (NPM) framework for MCH programs.  The measures selected include: 1) NPM#1 – Well Women Visits, 2) NPM#4 Breastfeeding and 3) NPM#8 Physical Activity.

Under the Public Health Improvement (PHI) Program, CCHSS may use several strategies to support focal
initiatives to achieve healthy communities. As health departments often may not have dedicated funds and
resources to build and strengthen their organizations, the Public Health Improvement funds allow for that
flexibility within the established strategies. The funds may be used for activities to improve health department efficiency and effectiveness, evaluate and continuously improves processes, quality improvement, increase performance management capacity, and maintain a competent workforce.

Department's Next Steps (if approved):

Program will work to develop the following measures: 1) NPM#1 – Well Women Visits, 2) NPM#4 Breastfeeding and 3) NPM#8 Physical Activity; AND strategies for the PHI program.

Impact of NOT Approving/Alternatives:

CCHSS will not have resources to provide the above-mentioned services to women, children, and infants in Cochise County.  Another source for funding will need to be identified to continue the PHI program.
