Approve an agreement between Cochise County Sheriff's Office and Axon Enterprises Incorporated for Body Worn Cameras, TASERS, and Digital Video Storage with all related supplies, software, training, certifications, and warranties, in the amount of $832,009.50 to be paid over a five-year period, effective from April 15, 2024, through April 15, 2029.

Background:

Body worn cameras and TASERS have become standard equipment for patrol deputies.  Digital recordings of public encounters with law enforcement officers have become the norm throughout the world.  Axon Enterprises has provided body worn cameras, TASERS, and digital recording services (Axon Evidence) to Cochise County Sheriff's Office for the past five years.  This agreement will extend Axon services for another five years starting April 15, 2024 through April 15, 2029, in the amount of $832,009.50 to be paid over a 5-year period.  The Sheriff's Office will receive 90 Model 10 TASERS, 96 AB4 body worn cameras, unlimited camera video storage in Axon Evidence, software licenses, product warranties, deputy training and certifications along with related hardware supplies such as batteries, chargers, molle mounts, live/training cartridges, and holsters.  The enhancements for the Model 10 TASER are that it has a maximum range of 45 feet, more visible green laser light for daylight scenarios, capability of deploying up to 10 probes per cartridge and full integration with Axon Evidence, allowing agencies to manage pulse graphs and TASER activity such as firing logs.  The AB4 body worn camera still records audio and video from TASER deployments but has the capability of adding a new point of view camera to the unit for added functionality.  Cochise County Budget Analyst has projected this expenditure and has set aside sufficient funds for the purchase of this service.          
            

Department's Next Steps (if approved):

If approved by the Board of Supervisors, Cochise County will enter into an agreement with Axon.  Axon will then provide all hardware and services in the agreement with Cochise County Sheriff's Office to include deputy training and certification on the  AB4 body worn cameras and TASER Model 10. 

Impact of NOT Approving/Alternatives:

If not approved, Cochise County Sheriff's Office will not be able to capture digital video evidence and in due time will run out of functional TASERS for deputies.
