Adopt Resolution 12-29 to rescind Resolution 02-111 to amend Environmental Health fees as set forth on Exhibit A and approve the revised Cochise Health and Social Services Department's Delegation Agreement with the Arizona Department of Environmental Quality (ADEQ), through June 30, 2017.
Background:
The Environmental Health Division of the Health and Social Services Department is the local agency which carries out construction reviews and permitting in Cochise County on behalf of the State of Arizona under the authority delegated to Cochise County by the ADEQ. This Delegation Agreement expands the delegated functions from the State to Cochise County to include most alternative septic systems. The authority to collect fees for these alternative septic systems that are established by the BOS are included in this delegation agreement. The proposed fees the County would charge are significantly lower than ADEQ’s fees.
The proposed fee schedule also removes the Food Handler's permit fee for individuals.

Department's Next Steps (if approved):
Sign Delegation Agreement and publish ability to perform these inspections. The Environmental Health fee schedule will be updated.
Impact of NOT Approving/Alternatives:
Not approving this Delegation Agreement will leave the authority for conventional and alternative septic systems with the ADEQ and residents without a local agent in Cochise County.
