Adopt Resolution 24-17 that selects Owner-Occupied Housing Repair as the project for which Cochise County will seek Community Development Block Grant (CDBG) State Special Project grant funds. 

Background:

The Board of Supervisors has previously selected owner-occupied housing repair as its Community Development Block Grant (CDBG) and State Housing Trust Fund (SHTF) programs. On July 25, 2023 the Board granted authority to submit a CDBG grant application for housing repair. The funding agreement between the Arizona Department of Housing (ADOH) and Cochise County was entered into on October 16, 2023 for the amount of $515,855. On January 23, 2024 the Board granted authority to submit a State Housing Trust Fund grant application for housing repair. On April 29, 2024 the funding agreement between ADOH and Cochise County was entered into for the amount $250,000.  There has proven to be a great need for these repairs in Cochise County, To date, almost all of the funds under both grants have been expended once construction is completed for the residents who have qualified under the program. A grant opportunity exists to apply for additional funding from ADOH's CDBG State Special Projects. This is a competitive grant and is only available once every two years. The amount awarded will be based upon the number of residents who submit pre-applications. However, in order to apply for this grant, the Board must adopt a resolution that selects owner-occupied housing repair as it State Special Project. That is the nature of this request. 

Department's Next Steps (if approved):

If approved, the Development Services Department will pre-qualify Cochise County residents for owner-occcupied housing repair and will submit a grant application to the Arizona Department of Housing's State Special Projects that requests funding.

Impact of NOT Approving/Alternatives:

If the Board of Supervisors does not adopt a resolution that selects owner-occupied housing repair as its State Special Project, this opportunity for funding will be lost and will not be available again for two years.
