Approve Amendment 4 to Intergovernmental Agreement (IGA) CTR055207 Public Health Emergency Preparedness Program between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services to extend the grant program through June 30, 2025.

Background:

Centers for Disease Control (CDC) and Prevention Public Health Emergency Preparedness (PHEP)
Grant
The Arizona Department of Health Services (ADHS), through the Bureau of Operational Readiness
and Response (BORR), has established partnerships with Arizona Counties and Tribes to improve
the preparedness of each community in the event of any public health emergency. Most of these
projects were funded by grants from the CDC of the U.S. Department of Health and Human Services.
Workforce Development Grant
ADHS is tasked with overseeing the CDC Workforce Development Crisis Emergency Cooperative
Agreement to address the need to establish, expand, and sustain a public health workforce to support
COVID-19 prevention, preparedness, response, and recovery initiatives, including school-based
health programs. Funding for this initiative comes from the CDC Workforce Development Crisis
Emergency Cooperative Agreement.

Department's Next Steps (if approved):

Send signed approved IGA back to ADHS 
Receive notification that IGA has been fully executed and ready for approval in ADHS Portal 
Budget Amendment (BA) prepared by Program Manager/Coordinator 
Once Purchase Order is released from ADHS, send --> BA, Fully Executed Contract, minutes of BOS meeting where IGA/Contract was approved, P.O.  and Fillable Grant Form to County Finance for entry into New World System 
IGA & BA are processed by County Finance

Impact of NOT Approving/Alternatives:

CCHSS would not be able to help local healthcare systems and community members/partners obtain needed resources during any/all public health emergencies. The Workforce Development Grant has funded $635,433 for training, conferences, and travel expenditures for staff members. CCHSS will not be able to fund the contract with Government Leadership Solutions for the development of the health department Strategic Plan that is required to become an accredited department.
