Approve subrecipient agreement 24-AZDOHS-HSGP-240400-01 between the Arizona Department of Homeland Security and Cochise County, for the purchase of a Hazardous Materials (HAZMAT) Self Contained Breathing Apparatus (SCBA) Fit Tester, in the amount of $10,000, effective October 1, 2024, to September 30, 2025. 

Background:

Cochise County Emergency Management applied and was awarded a grant from the Arizona Department of Homeland Security, State Homeland Security Grant Program for a Hazardous Materials (HAZMAT) Self Contained Breathing Apparatus (SCBA) Fit Tester.  The HAZMAT SCBA Fit Tester will be used by County Emergency Management and local area Fire Departments and Fire Districts to fit test SCBAs.  The SCBA Fit Tester may be used by many of our local partners, however, its primary focus is to assist Fire Departments/Districts which provide HAZMAT response, specifically Fry Fire District, Sunsites-Pearce Fire District and Douglas Fire Department. 

The purchase of this SCBA fit tester is a great opportunity for County EM to assist local districts/departments with obtaining equipment which would not be economically feasible or fully utilized by individual fire agencies. 

Department's Next Steps (if approved):

Emergency Management will work with Procurement to purchase the equipment. 

Impact of NOT Approving/Alternatives:

Cochise County Emergency Management will not be able to assist Fry Fire District, Sunsites-Pearce Fire District and Douglas Fire Department with fit testing of SCBAs for HAZMAT response.
