Approve Grant Agreement No. 24-CWDG-802 between the Arizona Department of Forestry and Fire Management and Cochise County for the Community Wildfire Protection Plan project, not to exceed $150,000, effective through December 31, 2026.
Background:
Cochise County Emergency Management was awarded a Community Wildfire Defense Grant (CWDG) to update the Community Wildfire Protection Plan (CWPP), last completed in 2014. The Community Wildfire Defense Grant (CWDG) is from the US Department of Agriculture, Forest Service, with the Arizona Department of Forestry and Fire Management as the grantee, and Cochise County as the Sub-grantee. The CWDG is to assist in the advancement of forest resource management; forest insect and disease management, urban and community forestry, development and transfer of new and improved fire control technologies, organization of shared fire suppression resources, forestry resources planning, conservation of forest land, and other goals for the use and protection of forest lands.
The CWPP was developed to assist local governments, fire departments and districts and residents to identify lands - including federal lands - at risk from severe wildfire threat and to identify strategies for reducing hazardous vegetative fuels with the WUI while improving watershed and range land health. The Cochise County CWPP was originally developed in response to the Healthy Forest Restoration Act of 2003 for the at-risk cities and unincorporated areas in Cochise County. The Cochise County CWPP will include analysis and mapping of the Wildland Urban Interface (WUI), fire regimes and condition class, fuel hazards, past fire ignitions, community values at risk, community risk assessment, fuel reduction priorities, prevention and loss mitigation, invasive species, and recreation areas/wildlife habitats. This project will update and revise the 2014 CWPP.
The project budget is $150,000, with $135,000 or 90% coming from the grant, and $15,000 or 10% coming from Cochise County as a match.

Department will submit signed copies of agreement to DFFM and start working with procurement to secure contractor.
Impact of NOT Approving/Alternatives:
Cochise County will not receive grant funding and must decide on paying for the plan with General Fund dollars or not completing the plan.
