Approve the Justice Services Agreement between Axon and the Cochise County Attorney’s Office.
Background:
Axon services facilitate the processing of Audio/Video evidence from law enforcement agencies to the County Attorney. This includes but is not limited to Body Cam and interview room Cameras. These services have been available at no cost to the county for the past six years. This was made possible via a partnership that allowed us to benefit from SVPD’s contract with Axon. This partnership is no longer available after December 2024.
The initial implementation cost of $7500.00 will be paid from Criminal Justice Enhancement Funds. Axon has agreed to give us full access at zero licensing costs for the first six months of service. Thereafter, a yearly license fee would be paid through the General Fund. Initially, that fee would be $39,196.18, with a 4% annual increase to be paid through General Fund. There is an offset of costs that will come with services through Axon that are part of the Service Agreement and will replace other services currently paid through General Fund.

Department's Next Steps (if approved):
Obtain certified copies of the Board Minutes and forward to AXON with the signed agreements.
Impact of NOT Approving/Alternatives:
By not approving this, the cost of redaction and transcription services will increase substantially, which would include the need for additional staff to process. The County would also need to supply server space sufficient to store multiple terabytes of audio and video data. The cost to the County would be considerably more than the cost of approving this agreement.
