Background:
In 2003, the Cochise County Board of Supervisors adopted Resolution No. 03-15 to define the role of the County Administrator and reaffirm the County Administrator form of government. Over time, evolving organizational needs and governance practices have prompted the Board to revisit and clarify the Administrator’s responsibilities and working relationships with department directors and elected officials.
Resolution 25-___ rescinds the prior resolution and establishes a comprehensive and updated framework that defines the authority and duties of the County Administrator. It reaffirms the Board’s commitment to a centralized administrative structure while delineating responsibilities across areas such as personnel management, budget development, intergovernmental coordination, and internal policy implementation.

The Administrator's appointment, terms of employment, and residency requirement.

Authority to supervise, evaluate, and recommend personnel actions for department directors, subject to Board approval for appointments and promotions.
