Approve the award of Invitation for Bids (IFB) No. 13-01-HFP-04 for the Gleeson Road Improvements Project for Community Development to D. Fenn Enterprises, Inc. in the amount of $445,722.

Background:

The scope of this project is to provide all material, labor and equipment required to improve two road miles of Gleeson Road from a dirt primitive road to an all weather chip seal road. The Engineer’s estimate for this project was $400,000. This project is located in eastern Cochise County, approximately eleven miles west of State Highway 191.
IFB No. 13-01-HFP-04 was prepared and released on July 17, 2012. The bid was advertised in the San Pedro Valley News July 18 -25, 2012. Bid notices were mailed to 88 Contractor’s registered in the Procurement database, and the bid was posted on the County Procurement website. An on-site job walk/per-bid meeting was held on August 12, 2012. Eight bids were received by the IFB closing date and time of August 23, 2012 at 3:00 p.m. The recommendation is to award bid alternate no. 2 and bid alternate no. 4. Attached is a copy of the bid tabulation.

Execute Contract. Obtain required bonds and certificates of insurance. Issue Notice to Proceed. Manage construction of project to include inspections and payments of invoices.

Impact of NOT Approving/Alternatives:

An additional two (2) miles of Gleeson Road will not be improved from a native surface to chip sealed surface.
