Approve the purchase of an Aljon 2012 Advantage 500 Landfill Compactor to Aljon Mfg. in the amount of $653,027 plus applicable tax for the Heavy Fleet Management Department.

Background:

Heavy Fleet has had an Aljon compactor in use at the landfill for approximately 11 years with 17,200 plus hours on it. It has proved to be a reliable and dependable piece of equipment for its intended purpose. Heavy Fleet is requesting a sole source procurement to purchase a new Aljon 2012 Advantage 500 Landfill Compactor (with a caterpillar engine) and keep the existing compactor as a back up unit. The sole source justification is as follows:

• The only other equipment available in the marketplace is an Aljon with a John Deere engine sold through RDO Equipment Co. and a Caterpillar Model 826 sold through Empire machinery.
• The specifications for both of these units do not meet the operating requirements for their intended purposes (see attached comparisons).
• Aljon is not able to bid against their dealers; therefore, if Procurement were to issue a bid for the Aljon compactor with a caterpillar engine, we would not receive any bids. Aljon would turn the bid over to RDO who would bid an Aljon compactor with a John Deere engine and Empire would bid a Caterpillar Model 826 compactor. Aljon can only sell direct to Cochise County.
• Procurement obtained a quote from Caterpillar for a Model 826 compactor through a cooperative bid with the City of Tucson that was approximately $18,000 less than the Aljon.
• The difference in price significantly outweighs the benefits of the Aljon in comparison to the Model 826 compactor and the projected costs required to re-tool and train the Heavy Fleet maintenance shop to maintain a John Deere compactor.

Issue purchase order. Inspect equipment upon delivery.

Impact of NOT Approving/Alternatives:

Procurement would put this requirement out for competitive bid and Heavy Fleet would need to consider purchasing a landfill compactor that would not be conducive to the operation. If the purchase is not made at all the existing compactor will be pushed further beyond its recommended replacement time which will result in increased major repair costs and equipment down time as well as user department work delays.
