Approve soil removal access agreement for selected sites as identified by the Freeport-McMoran Corporation, Bisbee Soil Program.
Background:
The Bisbee Soil Program was implemented by Freeport-McMoran Corporation with oversight by the Arizona Department of Enironmental Quality (ADEQ) to determine whether certain metals of concern (arsenic, lead, copper, and manganese) are present at elevated conentrations in residential and commercial properties within the Bisee area that require removal. The program was voluntarily implemented by Freeport-McMoRan to test and clean all properties identified as meeting predetermined levels. Freeport-McMoRan completed a comprehensive property sample report and site analysis plan for each property tested, with planned removal of contaminates at no cost to the property owner.
Department's Next Steps (if approved):
Return signed agreements to Freeport-McMoRan Corporation to authorize start of soil removal.
Impact of NOT Approving/Alternatives:
Soil removal and clean up of contaminates will not occur, resulting in additional cost to the County should removal be determined necessary at a future date.

One (1) original copy of a Soil Removal Access Agreement is provided for each site, with corresponding property sampling report and site analysis, and is being provided to the Clerk of the Board. After formal Board action and appropriate signatures, please return a copy of the original agreement to the Facilities Management Department.
