Approve the transfer of ownership of three donated 2002 Kawaski KZ1000P motorcycles, VIN No.s JKAKZCP272B520351, JKAKZCP242B520484 and JKAKZCP252B520350 to the Tucson Police Department.

Background:

The three police motorcycles were donated to the County by the Pima County Sheriff's Office at no cost to Cochise County in early 2008. The motorcycles originated from the Governor's Office of Highway Safety (GOHS). The Sheriff's Office acquired the motorcycles in anticipation that they may be useful in conducting surgical traffic enforcment in areas demonstrating, or complaining of, a high degree of disregard for traffic safety laws. Unfortunately the condition of the motorcycles has resulted in them being a constant maintenance issue, which in turn has resulted in the motorcycles never being deployed or utilized as intended. The Tucson Police Department has requested that the motorcycles be transferred to them and their request has been approved by GOHS. Tucson PD intends to use the motorcycles for training purposes and will not be introducing them into their fleet.

Department's Next Steps (if approved):

If the transfer of ownership is approved, the Sheriff's Office and Fleet will coordinate with the Tucson Police Department to transfer the motorcycles to Tucson PD.

Impact of NOT Approving/Alternatives:

If the transfer of ownership is not approved, the County will retain ownership of the motorcycles. The motorcycles have demonstrated themselves to be of little to no value for traffic enforcement and have demonstrated that they are maintenance intensive.
