Approve the Intergovernmental Agreement between Cochise, Graham, Greenlee, and Santa Cruz Counties to apply for funding for Broadband Local Assistance through the Digital Arizona Program, with Cochise County acting as the Grant Recipient and Fiscal Agent for a term ending December 31, 2015.
Background:
Arizona’s rural residents and businesses do not have the availability of broadband services. This lack of broadband services negatively impacts their lives – by limiting available jobs, educational opportunities, and health care services. It is also a major safety factor for our law enforcement and first responder personnel.
The Digital Arizona Highways Bill, signed into law by the Governor, enables private sector providers to extend broadband services to rural Arizona by expanding use of existing state roadway rights-of-way uses. Under this program, the State received $6.3 million in federal broadband funding grants. Many states across the Nation have begun utilizing this funding with positive results in their communities.
Three Arizona COG’s have already agreed to receive planning and technical assistance under this program. The four Southeastern Arizona Counties (Cochise, Graham, Greenlee, and Santa Cruz) are collectively in need of funding for their respective communities.
This IGA would allow Cochise County to apply for and manage two broadband grants through the Digital Arizona Program; a planning grant in the amount of $30,000 and a technical grant in the amount of $19,600. Future funding is expected as additional grant funding becomes available.
A Work Session with the Board of Supervisors was held on February 26, 2013 outlining the terms and conditions of the IGA.

Impact of NOT Approving/Alternatives:
