Adopt Resolution 11-12 to dissolve the Carmel Street Light Improvement District.
Background:
The Carmel Street Light Improvement District was formed on April 6, 1987 when the Carmel Subdivision was being built. There were first six street lights installed and in 1995 an additional six street lights were energized. The light district consists of 54 parcels zoned residential and two parcels fronting State Route 90 zoned commercial. One of these parcels is vacant. The other parcel is part of the NAPA Auto property providing lighting for that building and parking area. Dissolution of the street light improvement district will not have an impact on either of these two parcels. In June of 2010 the City of Sierra Vista annexed all of the parcels zoned residential by Ordinance 2010-008. The City of Sierra Vista has notified the Arizona Department of Revenue of the annexation and the street light district tax authority number has been removed from the annexed parcels beginning with the fiscal year 2011/2012. Cochise County will continue to pay the electric bill for the street light improvement district through the June 2011 billing with tax levy funds collected for the Fiscal year 2010/2011. Any remaining funds after June 2011 will be transferred to the City of Sierra Vista.
Department's Next Steps (if approved):
If Carmel Street Light Improvement District is dissolved the Arizona Department of Revenue will be contacted along with the County Assessor, Recorder and Treasurer and Information Technologies (GIS).
Impact of NOT Approving/Alternatives:
The Arizona Department of Revenue and Cochise County Assessor have already removed the tax authority number for the Carmel Street Light Improvement District from the Assessor’s rolls for the parcels zoned residential and the two commercial zoned parcels would still have the tax authority number assigned to them though there will not be a future tax levy imposed.
