Approve the award of Request for Qualifications (RFQ) No. 11-18-HFP-04 to establish an On Call Qualified List of two Consultants for Land Surveys & Mapping Services for Community Department.

Background:

Background: The Community Development Department has an ongoing need to hire Consultants to provide for Land Surveys & Mapping Services. The purpose of this solicitation is to establish a list of qualified Consultants for this work to alleviate the requirement to perform a RFQ process each time there is a requirement for Land Surveys and Mapping services. Work will be assigned to one of the two Consultants on the qualified list based on the scope of the project, project specific experience and expertise of the firm, and availability of the firm to complete the project within the required timeline. A proposal and contract will be developed for each project.

Bid notices were mailed to 63 Consulting firms. The solicitation was posted on the County website and advertised in the San Pedro Valley News October 20 and October 27, 2010. Sixteen statements of qualifications were received prior to the RFQ closing date of November 18, 2010 at 4:00 p.m. Three submittals were delivered late by Federal Express and were rejected.

An evaluation panel consisting of three personnel from the Community Development Department evaluated, scored, and ranked the statements of qualifications received in accordance with the evaluation criteria specified in the RFQ. The two firms that are being recommended for approval of the on-call qualified list are:

ALTA Land Survey, Bisbee, AZ
Lee Harbors Consultant, Tucson, AZ

The list will be valid for a three-year period with an option to extend on a year to year basis at the County’s discretion for a maximum of two additional one-year periods.

Obtain proposals and issue contracts as projects occur. Evaluate Consultants performance.

Impact of NOT Approving/Alternatives:

Procurement would be required to issue a RFQ solicitation every time there was a project requirement for Land Survey’s and Mapping Services creating a significant increase in unnecessary administrative time and monies.
