Approve the award of Invitation for Bids (IFB) No. 13-52-FMD-04 to Lawley Motors for the purchase of one two-wheel drive Tahoe and one Caprice police patrol vehicle and to O’Rielly Chevrolet for the purchase of three four-wheel drive Tahoes, for the Fleet Management Department in the amount of $146,406.40 plus applicable tax.
Background:
IFB 13-52-FMD-04 was released on June 19, 2013. The bid was advertised in the Arizona Range News on June 26 and July 3, 2013 and posted on the County website. Bid notices were mailed to 26 vendors. Four bids were received prior to the bid closing date and time of July 11, 2013 at 4:00 p.m. A bid tabulation is attached which references Lawley Motors as the lowest responsive and responsible bidder for the two wheel drive Tahoe and the Caprice with the 3% local vendor preference credit. O’Rielly Chevrolet was the lowest responsive and responsible bidder for all three vehicles. Although O’Rielly Chevrolet had the lower bid price when the 3% credit is applied, Lawley Motors became the lowest bidder.

Impact of NOT Approving/Alternatives:
The impact of not approving would result in having to retain current vehicles that have reached their designated replacement mileage resulting in a significant increase in maintenance and repair costs.
