Approve the purchase of a radio communications system equipment upgrade for the Sheriff’s Office from Motorola Solutions, Inc. in the amount of $7,232,540.60 including estimated sales tax and authorize the disposition of obsolete surplus radio communications equipment to Motorola as a trade in for the purchase of new equipment.
Background:
The existing radio communications system equipment (dispatch consoles, repeaters, radios) has exceeded its end of life cycle, is obsolete, and beyond repair. An opportunity to replace the existing equipment has surfaced as a result of a donation in the amount of $6,000,000. This equipment is available off the Arizona State Contract #ADSPO13-036613 and #ADSPO13-036880. Additionally, the donation is conditional upon the purchase of Motorola equipment.
This acquisition consists of the purchase and installation of dispatch consoles, removal of existing and purchase and installation of new repeaters, and the purchase of radios. This purchase includes equipment for the Sierra Vista Police Department and an intergovernmental agreement (IGA) will be developed to support the funding and administrative process for this aspect of the acquisition.
The purchase price from Motorola includes a volume discount and trade in of existing equipment consisting of dispatch consoles, repeaters, radios and miscellaneous equipment. Board of Supervisors approval is being requested to authorize the disposition of existing obsolete surplus county equipment to Motorola. This surplus equipment has been determined to have no resale value and Motorola has agreed to legally destroy and dispose of this equipment. Some of the equipment being traded in was purchased from previous and current grant funding and its disposition will be contingent on the grant requirements at time of purchase. As such, the trade in aspect of this purchase will happen over a period of several years.

Issue purchase order. Coordinate delivery, inspections, and installation services. Inventory equipment to be traded in and retire all fixed assets. Identify inventory purchased with grant funding.

The County would have to return the donated $6,000,000 to the donor.

The HGB Foundation has donated $6,000,000 towards this purchase. $1,000,000 will be funded through the general fund in fund line 400-3000-3100-454.200. The City of Sierra Vista will contribute $250,000 through the IGA. The dispatch consoles and repeaters come with a one-year manufacturer's warranty and the radios come with a three-year unconditional manufacturers warranty.
