Approve the acceptance of a donation to contract with Airwest Helicopters LLC to provide the Sheriff's Office with air support utilizing a Bell 206L4 Helicopter effective April 8, 2014 through April 7, 2015.

Background:

The Cochise County Sheriff's Office has been offered the use of a leased Bell 206L4 helicopter through Airwest Helicopters LLC for critical and priority incidents that occur throughout the county. The offer has been made by the Howard G Buffett Foundation. The foundation will provide funds to cover all costs associated with this program.

The foundation will provide these funds and they will then be paid by the county to Airwest. The contract stipulates that if the private funding no longer is availalable that the contract will be void and the county will incur no costs.

The helicopter will be stationed at the Sierra Vista Airport. The hanger and office facility is being provided by the City of Sierra Vista at no cost to the county. Pilots will be at the airport during the duration of their on-call status. Law enforcement observers will be on-call from the Sierra Vista area and will respond to the airport when the need for a flight arises.

Funding provided by the foundation will cover the following costs:

$1,032,000.00 for the aircraft, maintenance and pilot costs.
$94,980.00 for fuel costs.
$23,232.00 for equipment costs.
$71,442.00 for personnel costs.

The Sheriff's Office will partner with Sierra Vista PD for law enforcement observers.

 

Department's Next Steps (if approved):

After approval by the board and the receipt of funding, the Sheriff's Office will begin the program by having Airwest pilots conduct training for our law enforcement observers. Equipment will also be ordered. The program will then begin and response to critical/priority incidents will be available.

Impact of NOT Approving/Alternatives:

There is no alternative funding available for this program. If the program is not approved, or the private funding is no longer available, the contract will be void and there will be no available air support for critical/priority incidents.

The original contracts are being sent to Airwest for their signature and once received will be provided to the board for signature. The attached contract is the one that will be sent for signature.
