Approve the Law Enforcement Communications Agreement between Cochise County and the Town of Tombstone to provide dispatching services to the Town of Tombstone effective May 6, 2014 to June 30, 2014.

Background:

The Tombstone Marshall spoke with Sheriff Dannels and requested assistance with dispatching calls for service for the Tombstone Marshall's Office during the evenings and on weekends. Tombstone is having budget issues and the cost of twenty four hour in-house dispatch is prohibitive.

The Sheriff has agreed to provide these services for free until June 30, 2014. During this period of time, a survey will be done to determine the call volume increase to the Sheriff's Office due to Marshall's Office traffic. A fee will then be determined from this information and continued dispatching for the Marshall's Office will be contingent on the fee being paid. As provided in the agreement, either party can terminate the agreement.

Currently, the agreement calls for the Sheriff's Office to dispatch for Tombstone from 4 pm until 8 am on weekdays, 4 pm Fridays until 8 am Mondays on weekends and on holidays from 8 am until 8 am the following day.

This agreement has been agreed to and signed by Sheriff Dannels, Tombstone Mayor Stephen Schmidt, Tombstone Marshall Jeff Mitchell and Tombstone City Attorney Randal Bays.

The agreement has been reviewed and signed by Deputy County Attorney Terry Bannon.

Department's Next Steps (if approved):

Provide for the services agreed upon in the agreement.

Impact of NOT Approving/Alternatives:

The Town of Tombstone will suffer a degradation in response to emergency and routine calls for service due to not having sufficient town funds to provide for the dispatching services. The citizens of the town and tourists will not get quality law enforcement and medical services.
