Adopt the Strategic Plan for Cochise County.
Background:
Cochise County staff have been working diligently over the past year to develop the County's first-ever Strategic Plan. This process has involved each elected official and all appointed department directors from every department. Input has been solicited from County employees also via e-mails and County Administrator Roundtables held throughout the County. The ultimate aim of the Strategic Plan is to create an environment where the County operates as efficiently and effectively as possible in delivering services to the public.
To this end, Vision and Mission Statements (previously adopted by the Board), as well as seven over-arching Strategic Goals dealing with major County program areas, were developed. In addition, Implementation Strategies and performance Measures were tied to each of the goals. The result is an action plan to focus the County's limited resources on doing, and doing well, those activities that matter the most.
A Strategic Plan is a dynamic document which will inevitably change over time, reflecting legislative changes, demographic changes and as yet unknown future challenges. However, with the adoption of the Strategic Plan, the County will have a 'road-map' to document those aspects of county government and operations that have priority today and how we will address those priorities. The Strategic Plan will be reviewed and updated annually.
Staff is wholeheartedly recommending the adoption of the Strategic Plan for Cochise County.

Department's Next Steps (if approved):
Distribute Strategic Plan to all Cochise County employees, to cities in the County and to other Arizona counties, to CSA and to NACo and AACo; post link on County's website.
Impact of NOT Approving/Alternatives:
Cochise County will continue to not have a Strategic Plan in place.
