Approve Amendment No. 3 to the Memorandum of Understanding between the State of Arizona and Cochise County for the Help America Vote Act (HAVA) prescribing that HAVA funds only be used for HAVA purposes as described in HAVA Title III, that disability access standards are met and that the County will adhere to applicable Federal accounting requirements.
Background:
On April 10, 2007, the Board approved Amendment No. 1 to the original Memo of Understanding (MOU) with the Secretary of State extending the date of the entire agreement to the end of the Federal Fiscal Year 2010. The purpose of the MOU was to cover the remaining Help America Vote Act (HAVA) projects in Arizona that were completed in 2006. All 15 counties entered into this MOU and the MOU applies to all HAVA expenditures such as the new voter registration system, the disabled voter system and other sub-projects as required by HAVA. An MOU was signed by the Chairman of the Board and County Recorder as required by the Secretary of State before HAVA funds were released to Cochise County.
On June 23, 2009, the Board approved receipt of the Help America Vote Act (HAVA) block grant for the county Recorders Office, in the amount of $34,443 for the period from 6/30/2009 through 6/30/2011. Amendment No. 3 includes provisions clarifying that HAVA funds only be used for HAVA purposes as described in HAVA Title III, that disability access standards are met and that the County will adhere to applicable Federal accounting requirements.
