Agenda Item Text:

Approve the Certificate of Consistency with the Consolidated Plan (HUD-2991) for the Housing Authority of Cochise County to submit with the 2011 grant renewal application for the HCV Family Self-Sufficiency (FSS) Program and accept the FSS Coordinator salary award of $46,231 with the understanding the amount will increase to $55,476 after HUD corrects a calculation error during the grant award process.

Background:

With the approval of this grant application, the Housing Authority will be providing the FSS Program for the sixth consecutive year.  This program is designed to Section 8 HCV families with supportive services such as education, transportation, child care, counseling, and personal development.  The families have five years to complete the goals and objectives outlined in their case plans and to build an escrow account to use toward goals such as a down payment on a home or education. 

Department's Next Steps (if approved):

If the Board approves the Certificate of Consistency with the Consolidated Plan, it will require the signature of the Chairman or designee from the Board of Supervisors.

Should the Board accept the FSS Coordinator Position salary funding, HACC will apply it to support 1 full-time position, including ERE's.
 

Impact of NOT Approving/Alternatives:

If not approving, it would jeopordize the current and future funding that supports the FSS Coordinator's position.

Return an original signed copy of the Certification of the Consistency with the Consolidated Plan for Housing to submit with the grant renewal application due in June 2011.
