Approve Intergovernmental Agreement 11-010 between the State of Arizona and Cochise County for the St. David Pedestrian Pathway Transportation Enhancement Project; the County match is 5.7% and Supervisor Searle has committed $10,000 from the District 3 portion of HURF funds set aside for discretionary road projects.

Background:

In 2008 the Board of Supervisors approved Resolution 08-105 to submit an application for Transportation Enhancement funds for a rural pedestrian pathway along State Route 80 in the St. David community. This application was successful and the proposed meandering pathway project was awarded $214,798 for construction of about a one mile grade-separated path of varied width along the south side of SR80 from the Post Office/Mission Lane to just over the wash. The St. David School is actively supporting this project and has pledged to assist with day to day maintenance needs and as part of their Safe Routes to School grant implementation will encourage the use of the pathway and crosswalks by their students.

The project has completed Project Assessment and State I (15%) design plans and are moving forward with obtaining utility clearances. Final design and contracting for construction will follow the approval of this IGA/JPA agreement with the State.

Department's Next Steps (if approved):

Once an approved IGA/JPA is in place, ADOT will complete design and contract for construction through their on-call contract list. Expected completion of the pathway is in late summer of 2012.

Impact of NOT Approving/Alternatives:

The pathway project would not be constructed.

Fiscal Impact & Funding Sources (if known):

The Transportation Enhancement program is federally funded through the U.S. Department of Transportation Federal Highway Administration. Applicants typically provide a 5.7% match; as a State Route project the match is provided by the ADOT Safford District. Supervisor Searle has committed a $10,000 overmatch to the St. David Pedestrian pathway project from HURF funds set aside for discretionary supervisor projects.
