Approve amendment to grant award from The Nature Conservancy to the Cochise County Flood Control District for streamflow monitoring and for the Bella Vista/Coyote wash recharge analysis and conceptual design, from $70,375 to $132,950, and to extend the grant term from December 23, 2016 to August 30, 2017.

Background:

On December 15, 2015 the Cochise County Flood Control District Board approved a grant award from The Nature Conservancy (TNC) of $70,375. $29,515 of that amount was match for establishing an ephemeral streamflow monitoring network to quantify the actual amount of urban enhanced runoff (UER) flowing to several recharge sites near the San Pedro River.  This has been established and data is being collected and will be analyzed and reported.  $40,860 of that amount was to go toward match of the next agreed upon recharge project(s).

Since 2015 the Cochise Conservation and Recharge Network (CCRN) has been established, of which Cochise County is a founding member.

Through the work of the Palominas Recharge Project and ongoing monitoring, the Phase I analyses of Riverstone and Bella Vista along with groundwater modeling, the CCRN has determined that the next feasible recharge project in the Upper San Pedro Basin is the Bella Vista/Coyote was urban enhanced runoff recharge project.  With the original and additional funds from TNC along with Cochise County funds specifically designated from the remainder of the Palominas Recharge Project grant funding by the grantor, the Flood Control District will initiate Phase II investigation and preliminary design of the BV/Coyote wash UER recharge project.

Our attorney has reviewed the attached amendment and found it acceptable.

Department's Next Steps (if approved):

FCD staff will bring a contract before the FCD Board by the end of September for approval to contract for further specific site investigation and preliminary design of a recharge facility using urban enhanced runoff from Coyote wash on the Bella Vista property.

Impact of NOT Approving/Alternatives:

Cochise County will not have enough funding to move forward with needed site investigation and preliminary design and might need to repay the original $40,860 granted from TNC to Cochise County for the next recharge project.
