Approve the consolidation of Cochise Aging and Social Services department with the Health Department; new department will be named Cochise Health and Social Services.

Background:

With the loss of the ALTCS contract effective 10/1/11, Cochise Health Systems, a division of Cochise Aging and Social Services (CASS), will be reduced to a staff of four employees until 12/31/11, then to two employees until 6/30/12, and then dissolved.   The other departments in CASS are the Public Fiduciary and the Area Agency on Aging Case Management.   This proposal is to bring those remaining CASS departments and functions under the umbrella of the Health Department under one Director and to change the name of the department to include all of these functions/divisions.

Department's Next Steps (if approved):

Finalize revised organizational charts and distribute.

Impact of NOT Approving/Alternatives:

Alternatives:  could leave CASS and Health as separate departments and/or organize CASS under a different department director.   This alternative does not appear to be the most practical since the current CASS Director is familiar with those divisions and staff therein.   In addition, the missions of CASS and Health are very similar and easily integrated into one department.
