Approve the Court Consolidation Agreement between Cochise County and the City of Douglas, effective January 1, 2017 through June 30, 2019 to include a court assistant position with an annual cost of $35,120.

Background:

The County and the City are formalizing a court consolidation agreement as they have determined that it is mutually beneficial to consolidate the CIty Municipal Court with the Justice Court for that precinct.

In addition to the Douglas Court Consolidation agreement, we are requesting an additional court assistant position in fund 100-0920 as of January 1, 2017. This position will be needed to handle the additional annual case load along with an approximate 2,000 case load backlog. For fiscal year 2016, this position will have a prorated cost of approximately $17,560 and will also require approximately $5,500 in IT costs to ensure the position has the necessary equipment. This initial year cost of $23,060 will be paid for out of Court Enhancement funds and will not result in any additional cost to the general fund. This position has an annual cost of $35,120 which in future years will be reimbursed by additional revenue  generated by the court consolidation agreement.

Staff will notify the City of Douglas that the agreement has been approved by the Board.

Impact of NOT Approving/Alternatives:

The Court Consolidation Agreement with the City of Douglas would not be in place and the City would have to take over providing City Court services.
