Approve the National School Grant Program (NSGP) by the Arizona Department of Education for the replacement of kitchen equipment in the amount of $12,006.62 for the period of July 1, 2016 through June 30, 2017.
Background:
The Cochise County Juvenile Detention Center kitchen appliance upgrade will replace outdated, under-performing, and energy inefficient commercial kitchen appliances with highly efficient appliances. The kitchen appliances have not been replaced since the detention center opened in 2001. We are also anticipating an increase to the juvenile population with the passage of Senate Bill 1308 that takes effect in 2017. SB1308 allows juveniles charged as adults to be detained in juvenile facilities if the offense is not a dangerous offense and is ordered by the Court.
During our Bi-Annual Compliance Meetings with NSLP, our Food Service Management Company, Trinity Service Group, has requested that we replace the gas range and also acquire food warmers to ensure NSLP compliance. During our last Health Department inspection in May 2016 (attached), it was noted that food was not received and held at the proper temperature. The gas range is extremely old and occasionally leaks gas. Currently, only 2 of the 6 burners are functional requiring the kitchen staff to cook meals in stages. This results in the appliances staying on for much longer periods of time. It also impacts the holding and serving temperatures as the food temperatures drop when food is plated too early. The youth have complained about the appearance and quality of the food.
The new equipment will assist us in meeting our goal of providing nutritionally adequate, palatable and attractive meals for all youth, produced under sanitary conditions at a reasonable cost to the taxpayer.

Department's Next Steps (if approved):
- Submit Budget Amendment to Finance to add award to our budget for Fund 143 Detention Education.
- Submit Requisition to Procurement to purchase the items.
- Submit work order to Facilities to install the gas range and remove old range. Old range will go to Procurement for auction.
- Submit invoice to Arizona Department of Education for reimbursement.
Impact of NOT Approving/Alternatives:
If the grant is not approved, Juvenile Detention will need to find other funds to replace the equipment in order to ensure NSLP compliance.
