Approve the award of Invitation For Bids (IFB) No. 17-07-FAC-04 for the renovation and construction of the Southeast Arizona Regional Communication Center (SEACOM) facility to D Square Construction, LLC in the amount of $1,607,112 which includes tax.

Background:

IFB No. 17-07-FAC-04 was prepared and released on September 23, 2016, the solicitation was advertised in the San Pedro Valley News on September 28 and October 5, 2016.  The IFB was also posted on the Public Purchase website and 178 contractors were notified.  A per-bid job walk was held on October 6, 2016 with 40 contractors attending.  Five bid were received by the IFB closing date of October 20, 2016 at 4:00 p.m. a bid tabulation is attached.

Department's Next Steps (if approved):

Execute contract, obtain performance bond, payment bond and certificate of insurance.  Issue notice to proceed, schedule and conduct pre-construction meeting, monitor contractors performance.

Impact of NOT Approving/Alternatives:

Loss of donated funds and the regional dispatch center would not be constructed.

Contracts will be hand carried to the Clerk of the Board when signed copies are received from the Contractor.

The construction of the Regional Communication Center is being funded by donations from the Howard G. Buffett Foundation and the Governor's Office.
