Approve Intergovernmental Agreement (IGA) JPA 16-0006158-I to convey temporary and permanent Rights-of-Way for the purposes of constructing and maintaining improvements at the SR92 and Foothills Dr. intersection.
Background:
In 2014, Cochise County, the City of Sierra Vista and ADOT met to discuss traffic circulation and crash rates at the SR92 and Foothills Dr. intersection. Among the issues were circulation issues caused by traffic using the southwest corner development to bypass the signal; long queue lengths traveling eastbound (especially on Sunday afternoon as churches in the area completed services); inadequate merging lanes for vehicles turning west or eastbound from SR92. ADOT sought, and obtained, federal safety funds to make intersection improvements at this location.
Cochise County worked with ADOT in the early design stages and they agreed to also implement needed improvements on the west leg of Foothills Dr. as part of this project. This IGA is to allow ADOT to take full control and responsibility of the Foothills Dr. project area during construction. This IGA also agrees to convey on a permanent basis a portion of the County’s existing Right-of-Way immediately adjacent to SR92, to ADOT so that they might take over future maintenance of the new drainage and intersection improvements that will be constructed.
The project construction cost is estimated at $1.021 million dollars.

Department's Next Steps (if approved):
Once this IGA/JPA has been approved, ADOT will begin finalizing right-of-way acquisition and design plans. Advertisement of this project is tentatively scheduled for the summer of 2017, with construction to be completed by early 2018.
Impact of NOT Approving/Alternatives:
ADOT would not be able to complete planned safety improvements within the County’s Rights-of-Way at the SR92 and Foothills Dr. intersection.
