Adopt Resolution 11-35 to approve an increase Solid Waste tipping fee from $50 to $51 per ton, effective September 1, 2011.
Background:
With the current economic climate negatively affecting fuel prices, it is projected that the Department will experience an increase of $247,000 in costs. The RRAB recommended that the Board of Supervisors increase fees to offset these costs. Their specific recommendation included a $1 per ton fee increase bringing the per ton charge to $51 per ton. Additionally, the Board unanimously voted to recommend a $1 increase to the un-weighed load categories to further offset the cost. This specific recommendation included a $1 per 35 gallon bag, $1 per car/SUV/van, $1 per pick up truck; at the same time any white goods would be disposed of free. Changes to this fee schedule would bring the costs to $2 for a 35 gallon bag, $4 for a car/SUV/van and $7 per pick up truck.
It is projected that the above fee increases will offset the increased fuel costs for the Solid Waste System if the volume of material remains stable as projected.

Department's Next Steps (if approved):
The approved item will be presented to the public for a 30 day public notice period. In addition to formal public notice, customers at each Solid Waste Facility will be informed of the upcoming fee changes, during this 30 day time span. At the end of those 30 days; September 1st, 2011 the fee increase will take effect.
Impact of NOT Approving/Alternatives:
If not approved revenue will not support expenses and the department will have to seek alternative funding sources to cover Solid Waste Department shortfalls.
