Adopt Resolution 17-17 updating the Cochise County Road Design and Construction Standards and Specifications for Public Improvements.
Background:
A key recommendation of the 2040 Long-Range Transportation Plan, completed in March of 2016, was to initiate an update to the 2003 (minor amendments in 2005 and 2016) Road Design & Construction Standards & Specifications for Public Improvements. In January of 2017, Cochise County obtained a planning grant from the Sierra Vista MPO to undertake this desired update. This 2017 update includes six revised roadway typical sections, one new roadway cross-section (for an unpaved rural minor access local road) and 40 updated design details along with revised narrative and specifications consistent with nationally recognized standards and procedures.
A Board Work Session was held on June 13, 2017 to discuss the recommended revisions. Outreach was then undertaken to solicit feedback from professional engineering firms, contractors, agencies and advocacy groups. Feedback was incorporated into a final document and the County Engineer recommends approval of the 2017 update to the County's Road Design & Construction Standards & Specifications for Public Improvements.

Department's Next Steps (if approved):
If approved, this 2017 update will be posted as a searchable PDF on the County's website, along with a Word version of the specifications for contractor's ease of use for design and construction. Hard copies of the update will be printed and distributed to staff and, upon request, to design engineers and contractors. Three handouts will be finalized for public use on the required standards for residential driveways, commercial driveways and sight distance triangles (clear zones).
The County's roadways will be re-classified into the updated roadway designations as described in Section B and shown on the roadway typical sections in Section D. This effort will help to inform the Board on future decisions regarding infrastructure investments.
The 2017 updated design standards and specifications, upon adoption, will be applied to any new major infrastructure improvement or new construction of public roads within the County. Projects that are currently under design may continue to use the old standards for a short transitional grace period.

Impact of NOT Approving/Alternatives:
If not approved, the County will continue to use the existing Road Design Standards & Specifications adopted in 2003 and as amended in 2005 and 2016. If the County continues to use our old standard the value of the grant received would be negated; staff time expended towards this effort would have been wasted; citizen input would be dismissed; future infrastructure development in the County would be designed based upon an outdated document and revised details and standards that are more effective would not be required to be used.
